The British Industrial Competitiveness Scheme (BICS) is one of the most significant cost‑relief measures UK manufacturers will see this decade. From April 2027, eligible businesses could see electricity bills fall by up to 25% — with relief potentially backdated to April 2026.
Electricity costs have surged in recent years, driven by:
wholesale market volatility following the crises in Ukraine and the Middle East

These pressures have eroded margins and increased financial risk for UK manufacturers. BICS is part of the Government’s Modern Industrial Strategy (2025), designed to strengthen UK industrial competitiveness by reducing these structural cost burdens.
What BICS Actually Does
BICS provides exemptions from three major non‑commodity charges:
Renewables Obligation (RO) — supports low‑carbon generation
Feed‑in Tariff (FiT) — pays small generators for renewable output
Capacity Market (CM) — ensures security of supply
Removing these costs could save manufacturers up to £40/MWh, equivalent to around 25% of the electricity bill for qualifying sectors.
When It Starts
Relief applied: from April 2027
Savings may be backdated: to April 2026
Application window: 1 October – 30 November 2026
Qualification confirmation: expected January 2027
Relief from RO, FiT and CM is welcome — but it is only one part of the wider risk picture.
